Ontario unleashes OHS enforcement blitz

Province targets young, new workers in summer safety campaign
The Ontario government is launching a four-month occupational health and safety blitz which focuses on young and new workers.  

The aim of the blitz is to increase workplace safety, enhance productivity, avoid costs associated with workers’ compensation and reducing the strain on the health-care system.  

Which workplaces are likely to be targeted?

The new criteria that are going to be used to identify unsafe workplaces are looking at workplace with higher than average lost-time injury rates and claim costs (previous criteria); whether the business is new; the size of the business and the presence of new and/or vulnerable workers.  

The blitz will focus on manufacturing, logging, farming and services, especially on retail stores, wholesalers, restaurants and vehicle sales.  

The ministry has devised plans for specific industries for instance for the industrial, health care, construction, and mining sectors.  

‘Young’ and ‘new’ workers

A young worker is considered to be someone between the ages 14 and 24.  A new worker is defined as someone aged 25 and older who have been on the job for less than six months or who has been reassigned to a new position.  

People subject to this blitz include newly hired or assigned temporary, full-time or part-time employees, including in a supervisory role or with experience in the industry.  

What are inspectors looking for?

Attention will be paid to whether young and new workers:

•are of minimum working age

•have received appropriate orientation and training

•are appropriately supervised

•are protected by appropriate safety measures, including personal protective equipment, guarding of electrical hazards, proper ergonomics and fall prevention equipment

•are protected from violence and harassment in the workplace.

Don’t wait: Prepare now

It is important for employers to make the prevention of workplace injury a priority.  Organizations should consider how they can best respond to the current health and safety blitz.  

Organizations should look at their health and safety policies and practices then focus on orientation, training and supervision.  

If you have practices and policies that meet the requirements then it is also important to assess whether employees are aware of the practices and policies.  

It is also necessary for the necessary documentation to be ready for blitz inspectors.  

So start the necessary process to make sure your workplace meet the requirement for the health and safety blitz.
